(Jarnow, 2005) The U.S government wanted to expand in to the west and this would mean the legal processes of purchasing of Native America land in treaties. The expansion to the west was a success since the policy which was formulated by Henry Knox had the provision for such an expansion. (Jones & Donald 1997) In the 1896 election, republicans recaptured the white house for 16 years and this promoted overseas expansion on the North American continent. This occurred as a result of the Guano islands act, Spanish American war and treaty of Berlin among others. The American war of independence was a civil war that involved the kingdom of Great Britain and North American colonies. (McCartney 1992) (Salzman, 1986) European wars led to American Revolution and a continental army. The west ward expansion created a 4000 mile border between the United States and Canada which also servers as the most peaceful boundary in the world. (Jarnow, 2005), (Richard, 1991), (Feldman, 2004) The Pacific Northwest was an expansion due to an American John Jacob Astron who opened a trading post named Astoria at the mouth of the Columbia River. The Louisiana Purchase was the acquisition of 828,000 squire miles of French territory by the United States of America. This purchase included 15 U.S states and 2 Canadian provinces Oklahoma Panhandle and south western portions of Kansas and Louisiana were still claimed by Spain and there were complains that it was unconstitutional. As a result Jefferson purchased Louisiana since France and Spain wanted to have power to block American trade access to the port of New Orleans. With the spirit of manifest destiny Americans settled, planted and did farming activities in the Indian land. Manifest destiny was the reason for territorial expansion and settlement in vast tracks of land that were sparsely populated. Manifest destiny created American history and is also responsible for its independence and expansion. This was especially due to the manifest destiny and territorial expansion. In their view they understood that the constitution did not allow or give the right to acquire land and expand boundaries as per the plans and powers in governments. The performance of the recruiters both the recently hired employees and the previously more trained employees can be used as one of the most obvious, pragmatic, clear and expedient metric to evaluate the success of the recruitment plan. Sound and professionally efficient performance of the recruiters will imply that the recruitment plan is successful. Lethargic and upsetting performance by the recruiters that might disturb the organizational equilibrium and serve as the obstacle in the path of the organizations success can be used as the evaluation tool for the success of the recruitment plan. Moreover, review of the recruitment plan in terms of the guid elines given by various consulting firms and other organizations can also help in gauging the success of the recruitment plan. The best way to handle a candidates competing job offer is to exactly know the requirements or simply put the demands of the candidate. If money is the motivator or professional prestige in terms of the designation or a fancy title is what the candidate is looking for, simply hit the point and provide him with better incentives, bonuses or an attractive package which he finds far better than the opposing firm. Moreover, look for the weaknesses of the competing firm and try to focus on your strengths and bargain accordingly both with the candidate and the competitor if need arise. In order to make a recruiting plan work for the well-being of ones organization, it is highly significant that ALL the strategic recruiting considerations must be addressed by the human resource managers in a recruiting plan. This is because if the strategic recruiting considerations are not addressed, chances are that the organization might fall prey to the highly competitive nature of the corporate world. With the world rapidly transmuting into a global village, firms need to be strategically sound in their recruitment procedures in order to hire the best possible employees available to the market thereby generating huge profits and augmenting customer satisfaction as well as establishing their reputation as a successful brand name. Hence, if the strategic recruiting considerations have loopholes, the organization will fail to have an experienced and well-trained as well as competent workforce essential for the accomplishment of the organizational goals. The Monroe Doctrine was a statement of United States policy on the activity and rights of powers in the Western Hemisphere during the early to mid 1800s. The doctrine established the United States position in the major world affairs of the time. Around the time of the Napoleonic Wars in the 1820s, Mexico, Argentina, Chile and Colombia all gained their independence from Spanish control ("Monroe Doctrine" 617). The United States was the first nation to recognize their independence from Spain. The European powers had still considered the new nations as still belonging to Spain. The Americans had a sense of pride in the former Spanish colonies gaining independence. They felt as if the American Revolution was a model for these new Latin American nations (Faragher 265). After Napoleon went down, the monarchy in Spain regained power ("Monroe Doctrine" 6 17). The Spanish had felt embarrassed after losing their colonies to independence. In 1815 Tsar Alexander I of Russia and the monarchs of Austria and Prussia formed the Holy Alliance. This alliance was a group set out to maintain autocracy (Migill 594). Spain then demanded the return of its colonies of the New World (Migill 594). With the possibility of help from the Holy Alliance and France, Spainââ¬â¢s goal was looking realistic. The Americans also feared that if the Spanish colonies were recaptured the United States might be next ("Monroe Doctrine" 617). Great Britain refused to let the Spanish take back their now independent colonies. As free countries the new Spanish-American nations could trade more goods with Great Britain. However, if Spain regains control of their former colonies then trade with Great Britain would decrease drastically ("Monroe Doctrine" 617). The Russian Tsar attempted to extend his interest of expansion in North America. In 1821 Rus sia had claims on the North Western coast of the North American continent as low as the 51st parallel, deep into the Oregon Territory (Migill 595). On September 14th of the same year Tsar Alexander I issued an Imperial Ukase (decree), saying that no foreign vessels could come within 100 Italian miles of Russian territory. Although the decree was never enforced, John Quincy Adams, the Secretary of State at the time, strongly opposed it.
